二 |      　　根据公告，现行流通的人民币不得买卖。经中国人民银行公告停止流通的人民币，自停止流通之日起可以买卖;纪念币可以买卖。专家表示，公告细化了监管要求，提高了监管的适配性。     　　公告坚持“疏堵结合、分类施策”原则：      　　一方面，明确禁止现行流通人民币的买卖行为，划定投机炒作、误导销售等违法违规红线，从源头上遏制市场乱象;      　　另一方面，对已停止流通的人民币和法定纪念币，则在规范渠道内允许合法交易，保障公众合理的收藏与钱币文化传播需求。      　　专家提醒，钱币收藏爱好者要认准正规渠道，购买前可查询中国人民银行网站，确认是否为中国人民银行发行的纪念币或是否为已退出流通的人民币。     　　董希淼表示，公众要警惕“稳赚不赔”等虚假宣传;发现非法买卖人民币相关线索，可留存好证据，及时向当地中国人民银行或市场监督管理部门举报;涉嫌诈骗的，应及时向公安机关报案。
